If you want to see how Roman emeperors used to build something in the past... then, YES. These Caracalla baths included shops, gardens, places for entertainment... a kind of a neighbourhood. It was so big that could hold about 1600 people. The ruins that remained can be visited for 5euro, on these hours: Mon: 9am-1pm, Tue-Sat: 9am-1h before sunset, Sun: closed.
